This is an idea that has bouncing around in my head for a while now.
The player characters are Incarnates- people, animals or things imbued with celestial essence of a concept, phenomena or thing like war, envy, madness, chaos, justice, wind etc.
This shard of divinity known as a Eidolon and effectively transforms the recipient into the avatar of that subject.
Along with the Eidolon the incarnates/avatars have a Facade, a mundane appearance they can call upon at will. Many also have Aptitudes, natural abilities at superhuman levels and Endowments, supernatural faculties unrelated to the incarnate's Eidolon.

Incarnate is really just my favourite parts of Nobilis and Scion using the Wordplay rules.
What Incarnates do and a description of Hel and the Empyrean I will post next.

During the first era of man many eidoloi incarnated as humans, along with their more bestial and unbreathing kin they discovered humanity was just as likely to worship them as fear them the way the other animals did.

Curious, a few incarnates allowed themselves to become the objects of devotion and some found themselves the objects of worship against their intention.
Those that did become the objects of adoration found the reach and mastery of their eidoloi grow many young incarnates saw it as a way to increase their power and joined in, many even grew to love their mortal devotees and acted as protectors and patrons.

Many elder incarnates were troubled by the behaviour and imposed a ban on setting up cults to oneself, they believed an incarnates sole duty should be to their eidolon.
Swollen with the prayers of the faithful the new gods resisted the elders and the world knew war on a scale never seen before.

By decimating their followers the elders managed to weaken the gods enough to exile them all to a little explored underworld called Hel.

The gods are stirring, some have already escaped Hel. So far they have kept quiet, the elder incarnates seem unsure of what to do.

The player characters have only recently incarnated their eidoloi what will they do with the powers of a god?

The old gods have returned from exile to discover that while they were gone they were demonized and eventually forgotten. Meanwhile the elder incarnates avoided worshippers by declaring themselves heralds and messengers of a higher power before allowing their memory to fade from mortal minds too. I imagine the incarnates of secrets, memory and mystery are on the side of the elder incarnates and have been working hard to keep a veil between mortals and incarnates.

The Devotion of mortals is going to be a resource like hero points that is spent and refreshes when the incarnate tends to or inspires its followers.

The Empyrean is going to be a celestial realm accessable to and malleable to incarnates. There they build fantastic realms, that act as a homebase, hideyhole and rally point in one.

As I mentioned earlier, incarnate is a jumble of half formed ideas so far, feel free to throw your ten cents in. This is a broad overview with two factions at the start of a celestial coldwar and the modern world as the default setting.

In Wordplay characters are made up of Traits.

Any descriptive phrase or ability can be a Trait, each is given a numeric value between 1 and 12.
Traits are grouped into one of three areas: Body (appearance, physical and movement abilities), Mind (knowledge, deductive abilities and perception), and Soul (personality, passions, artistic and social abilities).

Think of a concept - one sentence that encapsulates the character and write it down.
Write some text that describes the character; who they are, where they are from, what they are able to do, who they know and what they want out of life. This is called your Pre-play text.

Identify Traits from the concept and the Pre-play text and write each one under the Body, Mind or Soul (BMS) categories.

Pick an Eidolon - a substance, phenomena, activity or concept to be the master and caretaker of. Place it in the appropriate BMS category.

Pick Incarnate/Avatar Traits such as Aptitudes, Realm, Devotees and Endowments. Aptitudes are natural talents that you can perform at superhuman levels, Realm measures your connection and control to a fantastic domain you have shaped from the celestial fires of the Empyrean, Devotees measure the number and intensity of your worshippers and an Endowment is a supernatural ability that has no relation to your character's Dominion/Eidolon and is not an enhanced natural ability. Write them under the appropriate BMS category.

Describe your character's Facade, the mundane mask Incarnates use to blend into the mortal world. The Facade is a Soul Trait as it is more of a social mask than the character's actual physical appearance.

Create three key relationships, if none have arisen already and assign Traits.

Aim for about ten Traits in each category, useful Traits to have include - Perception Traits, Movement Traits, Endurance Traits, Combat Traits and Social Traits. Don't be afraid to use flaws and weaknesses as Traits as you will gain extra experience if they cause you to fail a roll.

Now Assign Trait values to each Trait, the value determines how many six sided die (d6) you will roll when using that Trait.
2 Traits at 6d6
5 Traits at 5d6
9 Traits at 4d6
All other Traits start at 3d6

Each character starts with a personal long term achievable goal and a goal shared by the group. These can assist the character when pursuing these goals and can also provide experience points.

And that is it.

Seeing as Drune is now a MotW character, instead I will post an Awesome Adventures FATE version of character creation.
Sometimes systems that rely solely on freeform traits can be a bit intimidating. Fate uses a Skill list for tasks and freeform Aspects to personalize the character. The AA version doesnt use Stunts or Stress tracks so it is a lot more streamlined than other versions of Fate.

Character Concept: A few words summing up who the incarnate was and/or is now

Aspects: An aspect defines the character, it can be a descriptive phrase or quote, a person, object or place important to the incarnate, a special ability, an organization that works against, with or for the incarnate, anything really can be a character aspect.
Aspects can provide an advantage in certain situations for the cost of a Fate point or cause trouble for the incarnate in applicable circumstances earning a Fate point for the incarnate.
A spread of both negative and positive interesting aspects are essential to use aspects and gain Fate points.

An Eidolon- a substance, phenomena, activity or concept that the incarnate is master and caretaker of. This and Facade are the only compulsory aspects for an incarnate and each incarnate only has one Eidolon
The Facade- is how the incarnate appears to mortals and is their mundane disguise. This aspect is common to all incarnates.

The character gets five more Aspects of their choice.

Here are a few types of Aspects common to incarnates;
1. An Aptitude- a natural ability the incarnate can perform with superhuman ability.

2. An Endowment- a supernatural ability that allows the incarnate to do some impossible thing but is not directly related to their Eidolon.

3. The Realm- describes their pocket world in the Empyrean.

4. Devotees- are faithful worshippers loyal to the incarnate.

Skills:
Your incarnate has one skill at Superb (5) a level at which you are unmatched.
Two at Great (4)
Three at Good (3)
Four at Fair (2)
Five at average (1)
The rest will be Mediocre (0)

It is amazing what child induced sleep deprivation can do for game development.
The god game is now called pantheon, I have dropped the meta-setting in favour of a world designed and ruled by the players and increased the scope of the game.
Players create their Deity (god) and Court (avatar, scions, servitors, acolytes, realm etc) as part of character creation.
I am going to test it out on my gaming group next session, I will let you know how it goes.

Introduction
Players of Pantheon take on the roles of Deities, beings of pure essence able to reshape the world around them. Depending on your games's chosen genre and world, the deities can just as easily be post singularity A.I.s, alien intelligences or post-human eidolon, as the traditional mythic deities, or for something really different,
all of the above.

Deities are composed of two parts; an Avatar and a Realm. The avatar is the deity's corporeal form in the mortal world, though powerful, deities must restrain themselves in the mortal world lest they bleed out too much essence from their realm and unravel.
If the deity is compared to a mortal the avatar corresponds to the mortals mind and body, while the realm can be considered the deity's soul. Avatars reform over time, where as an unravelled realm will reform eventually, the deity will be different, it's avatar and realm may look the same (though these can be reshaped completely by an unravelling too) the deity's core personality is completely changed, essentially the deity is reborn.
For an eternal being who has seen ages pass this is a fate worse than death, though some deities, usually trickster gods and the ones with powerful chaos aspects, enjoy the chance to completely transform their entire being.

A realm is the source of a deity's power, a world where the deity's will is law and no checks need to be made on its power. Each realm is composed of the deity's favoured Aspects; fundamental elements of reality these define and are defined by the kind of deity it is. For example; an underworld death god probably would favour the aspects of Death, Destiny and Matter, while a primordial forestlord would likely be a master of Nature, Forces and Chaos.

The nine aspects are;
Chaos
Death
Destiny
Dream
Essence
Forces
Matter
Nature
Space

A realm also has a number of Affinities, these are places in the mortal world that are sacred to the deity. A deity's powers are more at home in these places, at these places a a deity can sense a summons from the mortal world and can move between their realm and the mortal world.
Affinities can be natural locations or manmade places, the previously mentioned god of the underworld would more than likely have affinities with caves and graveyards, while the forestlord would have affinities with wilderness and forests.

Pantheon uses the Wordplay system, in Wordplay charaters are made up of Traits.
Any descriptive phrase or ability can be a trait, a number of six sided dice (d6) are assigned to the trait and the trait is rolled against another pool of d6s. Apart from a few permutations that is the core mechanic of the system

Courts of the Deities
It is assumed the pantheon has been around for a long time and tend to have a retinue of faithful both in their realm and in the mortal world.

Scions are the half divine children of the gods. Many are human but since deities come in many shapes and have the ability to change forms, some can be a little stranger, including but not limited to intelligent animals, elementals and fearsome monstrosities.

Servitors are the fantastic mythic creatures and creations loyal to their deity. Steampowered golems, ancient subterranean races, flying serpents, servitors can be just as varied as the scions if not more.

Acolytes are the deity's mortal representitives in the world.
Usually they are members of the indigenous races of the pantheon's world and can be organized churches with temples and a priesthood, wandering ascetic holy men, a theocratic upper class or something else.
